The assignment places Privateer behind the scenes of a project intended to reshape how Southern Arizona gathers, competes, and celebrates. Before the first hockey game, tournament, concert, restaurant opening, or community event, thousands of hours of construction must proceed safely and without preventable disruption. Privateer’s responsibility is to help protect that work while the destination takes form.
Being selected to secure a development of this scale is a significant company milestone. It reflects the kind of work Privateer was built to perform: complex properties, changing conditions, valuable equipment, demanding nighttime environments, and clients who need security to support progress rather than simply occupy a post.

A new Southern Arizona destination is taking shape
Mosaic Quarter’s public plans describe a 90-acre, three-phase development at Kino Sports Complex South, south of Interstate 10 between Benson Highway and Country Club Road. The completed district is planned around athletic venues, restaurants, hotels, entertainment, public gathering spaces, and connections to the surrounding Kino sports campus.
Phase I is in progress. It centers on a 175,000-square-foot, three-rink Iceplex; a 131,000-square-foot, two-story Field House; a central utility plant; and supporting site infrastructure. Mosaic Quarter currently lists the Iceplex for a spring 2027 opening and the Field House for summer 2027.
Hensel Phelps is leading the vertical construction as general contractor. Construction Equipment Guide reported the first phase as a $425 million construction program, while the broader development is planned to continue through future sports, entertainment, hospitality, and stadium phases.
The scale matters to security. A long-duration project of this size is not a single fenced rectangle that remains unchanged until opening day. Roads shift. Structures rise. Contractors mobilize and demobilize. Equipment moves. Lighting, visibility, access points, and valuable materials change as the work advances. The security operation must advance with it.
Construction security built around an active jobsite
Privateer provides the professional field presence protecting Mosaic Quarter construction. That work combines access awareness, visible deterrence, mobile coverage, trespass response, observation across large areas, and documented communication with the people responsible for the site.
The operation is designed around construction, not imposed on top of it. Officers must distinguish ordinary work from after-hours anomalies, recognize authorized movement, understand how the property has changed since the previous shift, and respond without obstructing crews or creating unnecessary delays.
Privateer’s Full Sail operations platform supports that continuity. Field activity, reports, site information, and developing issues can be documented for follow-up rather than disappearing at shift change. The result is a security program that can learn the property as the property itself changes.

When the construction day ends, the property remains active
After-hours construction security presents a different problem from daytime safety management. The workforce thins out, ordinary movement becomes less frequent, and expensive tools, equipment, fuel, materials, temporary systems, and unfinished structures remain spread across a large site.
At Mosaic Quarter, Privateer can deploy an elevated observer with a handheld thermal imager and coordinate that observer with a mobile ground officer. The observer scans for heat and movement across broad dark areas; the responding officer provides visual confirmation and handles the encounter on the ground. Human judgment remains at both ends of the system.
This capability gives officers another way to find movement without trying to floodlight every part of a complex property. It is one layer of the Mosaic Quarter security operation, not a substitute for patrol, communications, site familiarity, or direct response.

Major construction deserves more than minimum coverage
A construction-security provider is entrusted with more than material value. Preventable theft, vandalism, fire, unauthorized entry, or damage can interrupt sequencing, consume management time, expose workers or trespassers to unfinished conditions, and affect the contractors waiting on the next part of the schedule.
That is why Privateer treats the Mosaic Quarter assignment as an operating responsibility, not a branding opportunity attached to a uniform. Officers must stay alert when nothing appears to be happening, make sound decisions when something changes, communicate clearly, and leave a record that lets others understand what occurred.

Mosaic Quarter is being built for athletes, families, visitors, businesses, and the wider Southern Arizona community. The finished destination will be measured in rinks, courts, fields, events, jobs, and the experiences created there. Privateer’s work comes earlier, during the long period when those public spaces are still steel, concrete, equipment, plans, and coordinated labor.
Protecting that process is meaningful work. It places Privateer alongside the builders, specialists, planners, and trades transforming a major regional vision into a physical destination.
